Does it help the diagnosing to know that the "light wisp" evaporates quickly? It's not smoky. And the damp wrapping... where is that moisture coming from? I guess we'll find out soon.
Interesting questions. I also wondered if the "light wisp" (which began as a big cloud and quieted down after an hour of idling at the dock) might be from the PB blaster I squirted on the flange bolts in preparation for removing it. The wrapping fabric is damp.

Wow, Toddster this is a fabulous reply. It appears the leak is from the flange. There's a continual, light wisp of smoke coming up from right around there. I suppose it could also be coming from a leak in the wrapped section of pipe aft of the flange (is that what you call the "hot section?"...

I got the water jacket side plate refit kit from Ken at Moyer Marine; we installed it; e voila! No more leak. Thanks everyone for your encouragement and ideas for options. I can imagine doing the electric overhaul and/or the outboard if this fix doesn't hold. In the meantime...
OP here, asking is the "other" side of the "carb side" known as the "protein" side or the "fat" side? Maybe there are some other assumptions going on here - like that I know my carburetor from my elbow ;-)
Thanks everyone for the push to get a second opinion. I contacted another mechanic and we took off the jacket plate. There's a bit of soot in the cooling system but not as bad as some pictures I've seen. We're scraping down the parts (lots of life left in the plate) getting new bolts, replacing...
Wow this is great info. Yes it's the plate to port as you face aft. Yes it's rusting. I guess I'm now looking for someone who knows the Atomic 4 in the Seattle area. I'm a sailor not a mechanic, my husband is neither, and all the marine mechanics I've found are diesel and just shake their heads...
The original Atomic 4 engine on our E29 has developed a leak in the salt water cooling system - a damaged bolt in the side plate that our mechanic doesn't dare to touch in case it renders the engine entirely useless. For now, the leak is a dribble, but we don't dare go on a summer cruise in case...
I’m a sailor not an engine mechanic of any sort so … how hard is it to reach the exhaust system and is this doable by a newbie or should I call in the experts?
