Ericson 26 head water supply

Hello--I have a 1987 Ericson 26. The sink in the head has two spigots. Both are connected directly to the water tank by separate flexible hose lines. One pump is a hand pump type. The other is simply a chrome fixture that is only a spigot. This has no faucet (or shut off valve) but the spigot can swing horizontally on its base. I'm not sure of the purpose of this one, as there doesn't seem to be anyway to make water flow through it, although I have noted that it does serve as an overflow when I'm filling the water tank. Perhaps this is its only purpose. I do not know which of the two spigots, if either, were original to this model of boat. I'd appreciate any insights from other Ericson 26 owners about these fixtures. Thanks for any help.

EY put these spouts over galley and head sinks in the 80's. Idea was that when filling the fresh water tank(s) with the deck fill, the full tank would overflow into the sink, if you had not already shut off the hose, up on deck.
