Cockpit table mount

After what must’ve been a brutal storm, our cockpit table broke from its mount on (that inverted U bar attached to the pedestal). I want to bring it to a welder, but haven’t been able to remove the piece from the aforementioned U thing. It needs to slide off somehow. I was figuring I just needed to remove the two screws at the base and then slide the piece off. But when I removed the screws, the bar wouldn’t budge. Before applying any significant force, I like to check with people who actually know the works. I’ve still got a lot to learn.
