deck painting and interior fiberglass painting

i plan to paint the deck of my e-27 at the deck this next month. I was told i could sand down the original textured ' non-skid', tape around the patterns of old nonskid, and paint in two tones- using textured paint in the areas where there was texture. I was told a single part poly paint would work. Any advice? How can i get a nice clean finish? i already took off all deck hardware, filled with epoxy and sanded. should i sand the entire deck? i was told i need to 'buff-out' the gelcoat. can't i just sand it with 120 sandpaper?

I am also re-painting the interior fiberglass with simple latex house paint as i was told this was fine. i sanded with 80 grit, washed with acetone and mineral spitits, and painted. now, it seems the paint easily 'rubs' off. now i am afriad with any resitance, the paint is just going to scrape off. any words to help?

E27 topside paint

I've used the Pettit Easypoxy undercoater and one-part polyurethane topside paints to good effect on my E27. It levels and flows well so if you brush it on, the brush strokes will tend to disappear. This section was previously painted. It was sanded to gelcoat before applying undercoater. Good luck.
