Visiting Ensenada MX. Have a question on TIP

I'm planning on sailing from San Diego to Ensenada MX at the end of June. I've heard people mention something called a "TIP" when taking their boat to Mexico for the first time. I bought my Ericson 33-3 last October and don't know if it has been to Mexico with the prior owner, and I can't ask him because he unfortunately passed away. Can anyone shed some light on what the "TIP" is and what I need to be aware of?

Temporary import permit. There could be a problem if the boat was previously in Mexico and left without cancelling it. This is a law that seems to be enforced sporadically depending on the Port Captain you encounter. Go on line to check with Esenada Port. I think you can look up your vessel's former name and see if it is OK. Good you are checking. Folks have problems with uncancelled TIPs from previous owners.

Starting around page 24, it talks about the requirement for a TIP, how to get one, and how to determine if there is a prior (uncanceled) TIP on your boat
