What is a "Local Sheer Line"?

In one of the chesapeake phrf requirements there is discussion of the "local sheer line" in regards to it's relationship with the companionway. Can somebody smarter than me explain what that is?

That would be the height of the sheer line (intersection of hull and deck) directly outboard of the companionway. I'm guessing there's a minimum height difference requirement between the lowest point of the companionway and the local sheer line?

yep.
Turns out everything is fine- it's for a different boat, but still annoying that people are getting all upset because we've started winning on it. They didn't care when the boat wasn't competative:headb:
