Bulkhead replacement/repair

My boat was surveyed recently as a trade in for another boat and the surveyor noted that the forward bulkhead in the head on my 1987 E 26 was rotted on the bottom as much as 6 to 7 inches from the bottom. The formica type laminante from the factory seemed to be turning in and pulling away from the calking at the floor. There are several bolts that hold this bulkhead to the structural grid at the bottom. They are recommending that the whole bulkhead be replaced or the deal is off! Still waiting for an estimate $$$$. Has anyone else had this problem and if so what did you do etc. The dealer is saying that a repair would not be sufficient in terms of when they sold the boat to a new owner?
