Is seems too box like to be called a ladder.

You might want to put some non skid strips on the top of each tread on the front. I once put a gash in a shin exiting my previous boat's interior on a windy day when the boat was heeled down driving to weather in large waves. It was an oiled teak step and not as shiny as a varnished surface but my foot slid right off....

I was tipping someone would say it's called wood and ply wood since it currently doesn't have a job.
Whatever you want to call it, it looks nicely refinished.
