Hi- We have been stripping our E27 down in preparation for some core damage repair and to fix the PO's awful deck paint job.

I am wondering what this stainless deck plate is for. Its about 4 inches across and the stainless threaded shaft is about 3/4" in diameter. The plate screws are not backed with anything and the hole in the deck into the anchor locker is only slightly bigger than the shaft. This is the only access to the anchor locker from the deck. When we bought the boat the threaded rod was flush with the deck and I assumed it was an access hatch for anchor rode, but now I 'm not so sure

Any thoughts?
