E-38 Toe rail scuppers

Got a closer look at the toe rail from below on the galley side. It is only half hollow. It has been reinforced with something with glass under it, and that assembly effectively thickens the top of the toe rail to about half the depth of it. No doubt due to the fact that the sail track is mounted on it. Will make that much less to pack with epoxy putty prior to cutting the new scupper hole.
