E27 Ballast

1976 E27 with tiller
I have several lead bricks stored forward starboard
When I asked the person I bought her from , they said " they bought it from a guy and they where there so they left them there".
Now when I sail her she always wants to track to starboard.
How do I figure out if she is centered for and aft or side to side?
Should the cockpit deck be level? I know its not because water always builds up at the forward end of the cockpit.
Any thoughts
