I called and spoke with someone regarding that very situation. The last owner can sign a Bill of Sale in front of a notary as an authorized agent. You do not need to have the documentation but if you know the number they can pull it up.
Thanks for sharing this tidbit. I wondered how you accomplished this if you already owned a boat and wanted to re-activate.

I had the prior documentation but I called to inquire since the prior owner had not gotten the documentation transfer notarized. I was informed that whomever he sold it to (in my case it was a gift) could just sign it over to me in front of a notary. I, of course, included all kinds of extra documentation to show the transfer was legit.
