I believe that screw only holds the Delrin bearing in place and is not intended to be adjusted for resistance in the lever, but I could be wrong.

FWIW Edson calls the part “throttle friction adjustment screw” and I’ve used it successfully to do just that. It’s only on the throttle side. But if Windblown has a
YS pedestal it’s a moot point.

For temp, just clamp a vice grip on the cable.

Being new to this, I clicked that link and about fell over. $603 for that little kit?!
I sure hope I do not break too many parts this spring.
