You did not put your location in your bio... 
Most larger cities (like mine) have several good SS fab shops that can make up one of these.
This would be a bit more complicated if you are in a really small town.
If, however, you can draw it with accurate measurments, I believe that someone can cut and bend the tubing. I did this once for a welded stanchion brace and Railmakers (way up in Everett, WA) made it come out perfect. I mailed up the old uprights and my drawing and they welded on the new braces and polished them out beautifully.
