very weird. My guess is so it is easier to get to someone in the water so I did an image search and came up with this article. https://oakvillenews.org/oakville-community-news/oakville-fire-department-training-for-water-and-ice-rescues/ Sounds like it lets them walk with the boat so they don't have to get in or out, and safely approach someone needing rescue.
