I used them too, but you have to do some after-market customization of the cut-out to make them fit on the bottom rung, with it's curved corners. I put two on the bottom rung and one on each of the next two up (alternate footing).

I concur with the extension kit from CLR Marine. I was looking at trying to find a place that would weld a couple extra steps to the boarding ladder and the local shop bailed on taking it on. I found the kit above and ordered it. Works perfectly, doesn't cost an arm and a leg and also now I don't have an extension that goes higher than the existing transom rail.

Looks like an easy part to make out of scrap nylon* or HDPE kitchen cutting board.
(*Not nylon if the ladder is always down in the water.)

Attach with plastic conduit clamps like these:
