There was nothing wrong with it. As suggested by someone on another forum, there was indeed an overheat reset button behind the black cover on the heater. At some point the water tanks had probably been run dry and with 110 applied the heater shut off as it should.
The fix was simple, one screw to remove the cover and a press on a little button which clicked as it was reset. Thank goodness for hot water when it is cold and damp outside
