What tool do you use?
I have found that a right-angle piece like a bent nail or better yet an allen wrench works best. Shorten the end to suit the cutback you desire - on a grinder. I used this idea for well over a hundred holes in our deck during prep for painting. This was a vital part of the process of epoxy-filling and redialing all the bolt holes.

I‘ve been starting with the Dremel #115 bit, then finishing up with the larger (3/8” wide) #199 bit to widen the holes.

I‘ve found that a bent nail or allen wrench works on balsa, but not so well on plywood.
