I would never use silicone below the waterline - actually I rarely use it unless is to create a gasket between two plastic parts since it gets dirty and can't be cleaned but other sealants eat the plastic. Silicone doesn't have good adhesive properties and the seal can be broken by flexing, such as attaching a hose. Use a polyurethane, such as 3M 5200 or 3M 4200 for below the waterline. 4200 you can remove later, 5200 is more permanent - it can be removed but it will be a project.

It is tough stuff - I removed a Marelon thruhull bedded with it and it came out in pieces then I had to use a dremel to cut the remainder away and clean the site.
