Happily delusional.
There has been much gnashing of teeth over leaky hand rails in the Forum lately. For what it's worth, I had a go at my rails today. I wasn't able to remove the wood plugs intact. The fasteners are 5.5" long stainless 1/4" slotted-head machine screws without any nut. The threads cut directly into the wood of the inside rail. Except for the two in the head, which have 7/16" nuts because there is no rail in there. It's no wonder the rails have worked loose after 40 years...
