Hmmm, wouldn't use anti-seize. Really think of it as something you use on a fastener that you torque to a spec and leave alone to ensure you can remove it someday, but not as something to lubricate two pieces that are meant to move against each other.
I won't claim to be expert on lubricating your type of bushing, but several observations. Many times the materials used in the bushings are "self-lubricating". They are naturally slippery and you don't add anything. The idea is anything you add attracts dirt, in this case salt in the water, and sticks it to the surfaces, which is bad. I've not researched it, but perhaps a dry lubricant like McLube's SailKote would work. I'd be hesitant on using any sort of grease or compound that could hold salt and other dirt and create a grinding compound.
