What is it? I saw this at one of the back channel marina's in Wilmington, CA a few weeks ago.

Or, given the home built look to the whole thing, he got almost done, couldn't afford the lead for a keel, and decided he'd just make it a tri after all....

Not really a sailboat, is it? No mainsail or boom that I can discern, and the foresail looks like it's just a steadying sail.

I have a picture of that (or its larger cousin ?) out on a mooring. Couldn't find it when I just checked but have a good enough memory of it to be pretty sure that it is a close relative if not identical.

No sails at all. I think that furled headsail you see is on the boat behind it(same color at mainsail cover). Pulpit definitely from a powerboat. Somebody spent some serious money on this. Hard dodger but I cannot see any wheel. Must be buried under that awning.
