It was AC in the water next to a boat, and not an "old" boat either. The boy was wearing a PFD and did not drown, i.e. head did not go into the water -- his heart was stopped by the current.
After this, there has been an increased effort to investigate presumptive "drownings" when near any potential electrical source to be sure that stray current was not the actual cause. Evidently one of the risks is that the muscles contract enough that a swimmer goes under and water enters the lungs and the conclusion is later drawn, therefore, that the person was a drowning victim, when that was actually secondary to the person entering an electrically-charged area of water.
